I am honoured to serve as the inaugural Chairperson of the Assisted Human Reproduction Regulatory Authority (AHRRA), established on 13 October 2025 under the Health (Assisted Human Reproduction) Act 2024.

The establishment of the AHRRA marks a significant milestone in the development of a modern, transparent and rights-based regulatory framework for assisted human reproduction and surrogacy in Ireland. Our principal function is to protect, promote and ensure the health and wellbeing of children born through assisted human reproduction treatment, people undergoing such treatment, and intending parents.

As a newly established Authority, our immediate priority is to work with our CEO and staff to build the strong foundations of an effective and trusted regulator. This includes developing a skilled and capable organisation, implementing robust governance, risk and assurance arrangements, establishing fit-for-purpose ICT systems and statutory registers, and putting in place clear policies, procedures and guidance. Equally important is fostering a culture of independence, integrity, accountability and public service that will underpin everything we do.

Assisted human reproduction and surrogacy involve deeply personal decisions and often raise complex medical, legal and ethical issues. As the AHRRA develops its regulatory framework, we are committed to regulating in a way that is fair, proportionate, transparent and evidence-informed. We will engage openly and constructively with families, intending parents, donor-conceived people, clinicians, treatment providers, researchers, support and advocacy organisations, and our parent Department, while always maintaining the independence required to carry out our statutory functions.

The Board is committed to ensuring that the AHRRA becomes a regulator that earns and maintains public confidence through high standards of governance, sound decision-making and a clear focus on those whom the legislation is designed to protect.

On behalf of the Board, I am honoured to serve in this role at such an important moment for assisted human reproduction and surrogacy in Ireland. We are excited about the future and the opportunity to build a trusted, compassionate and forward-looking regulator. We look forward to working with everyone who shares our commitment to delivering a regulatory framework that protects those we serve and supports the safe, ethical and effective provision of assisted human reproduction services for generations to come.
